ACHIEVEMENT: 10 Mobility Points are established across Melbourne that allow for the integration of public transport, taxis, bicycle parking and car sharing.

TARGET DATE: December 2005 PROGRESS: None to date.

DESCRIPTION: Virtual School Buses are a novel arrangement where adults act as the driver and conductor of an imaginary bus that picks up school children as they walk along routes to and from school.

Mobility points could take on many forms, but they are as simple as a transport interchange that includes bus, light or heavy rail, bicycle parking and, as they evolve, bicycle and car sharing.

This idea is slowly being integrated into planning in Melbourne. It exists in other forms as 'Kiss and Ride' in the USA, and as basic transport interchanges in many countries. Typically, the idea of providing transport choices has not been supported by extensive land planning. The domination of single passenger car use and more freeways to accommodate has been the major focus of transport planners, though the finite capacity of urban centres to accommodate more cars and congestion and the increasing cost of fuel is starting to change the emphasis on higher traffic volume as a solution to road congestion. Allowing people to integrate their journeys using different modes is one way of creating greater confidence in using other modes of transport.

FURTHER INFORMATION: This idea is a replication of the 'Mobility Points' in the City of Bremen, Germany that is used by the population as a way of accessing transport choices with a minimum of fuss.
