DESCRIPTION: To secure a host agreement between the City of Melbourne and ICLEI International for the signing and implementing of a host agreement to host ICLEI Australia-New Zealand from 2000-2002.


ACHIEVEMENT: Confirm, consolidate and expand the operations of the International Council for Local Environment Initiatives (ICLEI), within Australia-New Zealand and internationally.

The City of Melbourne signed a host agreement in 1999 with ICLEI International for the City of Melbourne to host ICLEI Australia-New Zealand from 2000-2002.

I was elected by international fax ballot to the Executive Committee for the International Council for Local Environment Initiatives in 2000. I was subsequently elected by the Executive Committee to the Management Committee of ICLEI International.

A further 3 year host agreement between the City of Melbourne and ICLEI Australia-New Zealand was signed in 2002.

The International Council for Local Environmental Initiatives (ICLEI) is an international association of local governments implementing sustainable development. Its mission is to build and serve a worldwide movement of local governments to achieve tangible improvements in global environmental and sustainable development conditions through cumulative local actions. Building a worldwide movement requires that ICLEI functions as a democratic, international association of local governments. Serving a worldwide movement requires that ICLEI operates as an international environmental agency for local governments.

More than 400 cities, towns, counties, and their associations worldwide comprise ICLEI's membership. They and hundreds of other local governments are engaged in ICLEI's international campaigns and regional projects. Through its campaigns, ICLEI helps local government generate political awareness of key issues, build capacity through technical assistance and training, and evaluate local and cumulative progress toward sustainable development.

ICLEI serves as an information clearinghouse on sustainable development by providing policy guidance, training and technical assistance, and consultancy services to increase local governments' capacity to address global challenges.

ICLEI, a democratic association of local governments, serves as an advocate for local government before national and international bodies in order to increase understanding and support for local environmental protection and sustainable development activities. ICLEI maintains a formal association with the International Union of Local Authorities (IULA) and has official consultative status with the UN, through which it advocates the interests of local government before international bodies.

ICLEI GOALS: 2001-2006

As a movement, association and agency for environmental sustainability, ICLEI will work during the 2001-2006 period to achieve the following goals.

* Goal One: To establish an active and committed municipal membership, including other local government associations, that promotes environmental and sustainable development initiatives within the framework of decentralised co-operation.

* Goal Two: To initiate and implement campaigns and projects which support local-level initiatives to address priority environmental, and sustainable development, and poverty alleviation problems of local and global significance.

* Goal Three: To help build the capacity of local governments through the provision of information, training, and other services on sustainable development, and environmental protection, and poverty alleviation.

* Goal Four: To provide steadfast advocacy for ICLEI Members and campaign participants before national and international governments, agencies, and organisations so as to increase the understanding and support of such organisations for local environmental protection initiatives and sustainable development, and poverty alleviation activities.

* Goal Five: To establish strategic alliances with other international organisations that will concretely support the achievement of the ICLEI mission.

* Goal Six: To evaluate and report on the global environmental and sustainable development, and poverty alleviation impacts of local practices and initiatives.
